An Apostille stamp indicates that a document was issued by a country that has signed the UN Hague Convention. The only issuing authority/government office is the Foreign, Commonwealth and Development Office (FCDO), which verifies a document's UK origin before using it abroad. When the FCDO confirms the validity of the offered document, an Apostille certificate will be given if the prerequisites are satisfied. If you want to use the passport in a country that is not a party to the Hague Convention, you must then legalise it through an embassy, consulate, or high commission.
